Short answer
Because the server is shared: root access would let one customer read or change everything belonging to everyone else on the machine. You get full control of your own account instead, which covers everything a normal site needs.

The practical limits this creates are narrow. You cannot install system-wide software or change the server’s own configuration; you can install anything that runs inside your account, change PHP settings, use SSH within your own space, and run Node.js or Python applications.
