Short answer
It is a generic message covering several different failures, and the smaller grey text underneath tells you which.
NXDOMAIN means DNS has no record of the domain, CONNECTION_REFUSED means nothing answered, and TIMED_OUT means the request went unanswered.Before investigating, check whether the site is down for everyone or only for you — a cached DNS entry on one computer can produce this while the site works perfectly elsewhere.
